Policy Brief – Towards an Enabling Operating Environment on the Freedom of Expression and Association in the West Nile Sub-Region

This policy paper presents an analysis of findings and proposed policy recommendations on key issues on the freedoms of expression and association in the West Nile sub-region, Uganda. At the onset, the paper presents a brief highlight of the methodology and the theoretical framework to establish standards against which the recommendations in the paper are based. The paper is a publication of Feminature Uganda under a project that is aimed at strengthening the operational resilience of civil society and human rights defenders in the West Nile sub-region in the face of legal and policy regulatory restrictions. The brief was drafted by Anthony Masake—Chapter Four Uganda. It is hoped that the publication will contribute to the improvement of the operating environment in the sub-region and Uganda as a whole.
